On Friday 8 May, Energy Minister Ebba Busch announced that the government would be revising investment plans for Konti-Scan Connect, a project set to renew power cables to Denmark. The revisions of investment plans for 2027-2029, will allow for excluding the renewal and upgrading of commitments to Denmark.
The decision to pause the project comes after Sweden's ongoing disagreement with the European Commission over limitations in the proposed European Grid Package (COM/2025/1005). The proposal is said not to give necessary flexibility in the usage of member states' congestion revenue.
According to Reuters, Sweden's congestion revenue in 2025 was SEK30.5 billion ($3.26 billion). In 2026, the Svenska Kraftnät, Sweden's national grid operator, had a congestion account estimated at SEK85 billion ($9.2 billion).
Busch said Sweden needs full flexibility when it comes to congestion revenue.
